Personal Grants To Pay Off Debts

The Second Amendment. The right of the people to keep and bear arms. A right granted every (non-criminal) adult citizen of the United States (that’s all 50 states). To illustrate the importance of the Second Amendment, the only thing the framers of our Constitution felt was more important than our individual right to bear arms was the freedom of speech (the First Amendment). So how can the city of New York simply strip that right away from its law-abiding, tax-paying citizens?
